| If you have IE with Active Desktop, you can use
any web page as wallpaper on your desktop. The animations will work just
like they do online. You'll also be able to click on the links (if you're
online) as if it were a regular web page.
To put a web page on your active desktop, do the following:

Choose it as a favorite item (Add to Favorites)

Check off the option, Make available offline. (You'll see the little
box for this at the top left-hand corner of the form after you click add
to favorites.) Click Okay after you put a checkmark in the box.

Right-click on your desktop and choose, active desktop, then
customize desktop.

Put a checkmark in view my active desktop as a web page, then
click new, then browse.

Choose the web page you want from Favorites. For example
if you wanted this web page you're looking at right now, you'd choose Action
Cat Active Desktop

Use your cursor to drag the borders to where you want them. (For example,
if you don't want to see these instructions on your desktop, just place the
cursor at the bottom border -- you'll see two up and down arrows appear
when you're in the right spot on th edge -- and drag it upwards until this
is gone.)
